PTCRB – PCS Type Certification Review Board

What is PTCRB?

PTCRB (PCS Type Certification Review Board) is a certification forum established by major North American mobile operators to ensure that wireless devices meet minimum performance and interoperability standards before being activated on their networks. PTCRB performs a role similar to GCF but focused primarily on the North American market. Together, PTCRB and GCF form the two pillars of global mobile device certification, covering 2G through 5G technologies.

How Does PTCRB Work?

PTCRB maintains a certification programme based on 3GPP conformance test specifications. Device manufacturers submit their products to PTCRB-accredited test laboratories for RF, protocol, and RRM conformance testing. The test plan is derived from 3GPP test specifications (TS 38.521, TS 36.521, etc.) and is tailored to the frequency bands and features required by North American operators (AT&T, T-Mobile, Verizon, etc.). PTCRB certification covers conducted and radiated (OTA) testing, operator-specific requirements, and Band/Technology combinations. Certified devices are listed in the PTCRB database and operators typically require this certification before allowing a device on their network.

5G NR device certification for North American operators, UE conformance testing for CDMA/LTE/NR, IoT device certification for carrier activation, operator-specific feature validation, and pre-launch device qualification.
